I have been on the freelancer side of 100+ projects, so this is the process I wish every client used. It works whether you end up hiring me or someone else.

The process

Six steps from brief to handover

Write a one-page brief
What the web developer must deliver, by when, and what done looks like. Include links to sites or tools you like.
Shortlist three to five people
From referrals, marketplaces or portfolios. Ask to see live sites they built, then run those sites through PageSpeed Insights on a phone.
Run a small paid test
A small responsive section built from a screenshot, with a form that posts somewhere real. A half-day task like this shows quality and communication.
Agree scope and milestones
Fixed price per milestone, with acceptance criteria you can check.
Handover and ownership
Get the code, accounts, docs and a walkthrough before the final payment.
