YouTube Partner Program Requirements in 2026 (and the February 2027 Changes)

Current YPP requirements: 500 and 1,000 subscriber tiers, watch hours, Shorts views, the 8,000-hour rule from February 2027, and how to plan your channel now.

The YouTube Partner Program (YPP) is the gateway to ad revenue, YouTube Premium revenue and fan funding features such as memberships and Super Thanks. Its requirements are about to change for new applicants, so the rules you plan around today matter more than usual. This guide explains the current thresholds as published on YouTube Help in October 2026, what changes on February 1, 2027, and how to plan a channel around both. Always confirm the latest figures in YouTube Studio, because YouTube can change them at any time.

The basic requirements everyone must meet

Before any subscriber or watch-hour threshold matters, YouTube requires that you:

  1. Follow the YouTube channel monetization policies, which bundle the Community Guidelines, Terms of Service, copyright rules and AdSense program policies.
  2. Live in a country or region where YPP is available.
  3. Have no active Community Guidelines strikes.
  4. Have 2-Step Verification turned on for your Google Account.
  5. Have advanced features access on YouTube.
  6. Have one active AdSense for YouTube account linked to the channel, or create one in YouTube Studio during the application.

The two levels of YPP today

In countries where the expanded program has rolled out, YouTube runs two levels.

LevelSubscribersPlus eitherAlso requiredUnlocks
Expanded YPP5003,000 qualified watch hours in the last 12 months, or 3 million qualified Shorts views in the last 90 days3 valid public uploads in the last 90 daysChannel memberships, Super Chat, Super Stickers, Super Thanks, YouTube Shopping
Full YPP1,0004,000 qualified watch hours on long-form in the last 12 months, or 10 million qualified Shorts views in the last 90 daysEverything above, plus watch page ad revenue, Shorts Feed revenue sharing and YouTube Premium revenue

What "qualified" means

  • Qualified watch hours come from public long-form videos (including podcasts) and archived live streams. Private, unlisted and deleted videos, ads, Shorts watch time and unarchived live streams do not count.
  • Qualified Shorts views are engaged views of public Shorts in the Shorts Feed, meaning the viewer watched past the first few seconds, with loops excluded.

What changes on February 1, 2027

In August 2026 YouTube announced its first major YPP update since 2018. For new creators applying from February 1, 2027:

  • Ad and Premium revenue sharing will require 1,000 subscribers plus either 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days.
  • Creators already in YPP keep their status; the new entry thresholds do not remove anyone.
  • The 500-subscriber thresholds for fan funding, YouTube Shopping and creator partnerships stay the same.
  • YouTube also announced that, to earn from the Shorts Creator Pool in a given month, creators will need to maintain 10 million qualified Shorts views over the past 90 days. Missing it pauses Shorts pool earnings but does not remove a channel from YPP or affect long-form revenue.

In short, the long-form watch-hour requirement for ad revenue doubles for anyone not already in the program.

Worked example: how many views do you need?

Watch hours depend on views and average view duration (AVD). Use this formula:

Views needed = watch hours target × 60 ÷ average view duration in minutes

TargetAVD of 4 minutesAVD of 6 minutesAVD of 9 minutes
3,000 hours (expanded YPP)45,000 views30,000 views20,000 views
4,000 hours (full YPP before Feb 2027)60,000 views40,000 viewsabout 26,700 views
8,000 hours (full YPP from Feb 2027)120,000 views80,000 viewsabout 53,300 views

Example: a channel publishes one 12-minute tutorial a week, and viewers watch an average of 6 minutes. To reach 8,000 hours in 12 months, it needs 80,000 qualified long-form views, or roughly 1,540 views per week across its library. With 52 videos, that is an average of about 30 views per video per week, including older videos that keep earning search traffic. That is a realistic target for a focused niche with good search demand, and an unrealistic one for a channel that changes topics every month.

The lesson: improving average view duration is the cheapest way to reach the threshold. Raising AVD from 4 to 6 minutes cuts the views you need by a third.

What this means for your plan

If you are close to 1,000 subscribers and 4,000 hours now: prioritize reaching both and applying before February 1, 2027. Publish consistently, refresh titles and thumbnails on well-retained videos, and use Shorts to bring new viewers to your long-form library.

If you are starting from zero: plan your first year around the 500-subscriber expanded tier as your first milestone and the 8,000-hour target as your ad revenue milestone. Build income that does not depend on YPP from the start: affiliate links, a digital product, a service, or sponsorships.

If you are Shorts-first: 20 million qualified Shorts views in 90 days is a high bar, and Shorts revenue per view is low. Use Shorts to grow the audience and link to long-form videos, where watch hours and revenue per view are higher.

Application checklist

  • 2-Step Verification on and advanced features unlocked
  • AdSense for YouTube account ready or created in YouTube Studio
  • Subscriber and watch-hour or Shorts-view threshold met
  • Three recent public uploads (for the expanded tier)
  • No active Community Guidelines strikes
  • Most-viewed and newest videos reviewed for reused, repetitive or misleading content
  • "Get notified" turned on in the Earn tab
  • Monetization modules chosen (Watch Page, Shorts, Commerce Product)

Why channels get rejected

YouTube reviewers look at your channel's main theme, most viewed and newest videos, the share of watch time those videos represent, and metadata such as titles, thumbnails and descriptions. Common rejection reasons include:

  • Reused content: compilations, re-uploads, or reactions without meaningful commentary.
  • Repetitious or mass-produced content: near-identical videos, or templated narration over stock footage with little original value.
  • Misleading metadata: thumbnails and titles that do not match the video.
  • Copyright problems: unlicensed music or clips.

If you are rejected, YouTube tells you the policy area. You can usually reapply after 30 days once you have fixed the problem (longer after repeated rejections).

How revenue is shared after you join

Under YouTube's published module terms as of 2026, creators generally receive 55 percent of net ad revenue from long-form watch page ads, and 45 percent of the revenue allocated to them from the Shorts Feed ad pool, plus a share of YouTube Premium subscription revenue based on watch time by Premium members. Fan funding features have their own revenue shares. Check the current terms in YouTube Studio, because they can change.

Earning before you qualify

You do not need YPP to make money. While you work toward the thresholds, use affiliate links for products you genuinely use (with clear disclosure), sell a simple digital product or service to your audience, and collect email addresses with a free download. These streams often earn more than ads for small channels, and they keep earning when YouTube changes its rules.

Your next step

Open YouTube Studio, go to the Earn tab, and note exactly where you stand against each threshold. Then calculate the views you need with the formula above using your own average view duration, and set weekly targets.
