How to Receive International Payments in Pakistan as a Freelancer or IT Exporter
This is general information, not legal, tax, financial, medical or security advice. Rules and prices change, so confirm details with the official sources linked below or a qualified professional.
The most reliable way to receive international payments in Pakistan is a bank freelancer account: a PKR account with a linked Exporters' Special Foreign Currency Account (ESFCA). Pair it with Payoneer for marketplaces and clients who prefer cards or local US details. Payments through banking channels are documented as export proceeds, taxed at 0.25% (PSEB-registered IT exporters) or 1% under section 154A, and you can keep part of them in dollars under SBP rules.
This is general information, not legal/tax/financial advice. SBP and FBR rules change; confirm with your bank and a tax practitioner.
Key takeaways
- SBP's freelancer framework lets you open a PKR account and an ESFCA together, in person or digitally, with zero opening balance.
- You can keep USD 5,000 a month or 50% of proceeds, whichever is higher, in your ESFCA (EPD Circular Letter No. 06 of 2026).
- Banks must process freelancers' inward export receipts within one working day, and Form R is no longer required.
- FBR deducts 0.25% for PSEB-registered IT/ITeS exporters and 1% otherwise under section 154A (tax years 2024–2029).
- Wise can't give Pakistan residents USD account details as of October 2026. Payoneer and direct wires remain the main channels.
Your options at a glance
| Channel | How clients pay | Typical cost to you | Best for |
|---|---|---|---|
| Bank freelancer account + ESFCA | SWIFT wire to your IBAN | Bank charges + any intermediary fees + FX spread when converting | Direct clients, larger invoices |
| Payoneer | Payoneer balance (free), card (up to 3.99%), US ACH debit (1%), or receiving accounts | Receiving in a non-local currency: fixed fee or 1%; withdrawal conversion at Payoneer's rate | Marketplaces, US/EU clients wanting local details |
| Client sends via Wise to your PKR account | Client's Wise account | Client pays Wise's fee; you receive PKR | Clients who already use Wise |
| Marketplace payout (Upwork, Fiverr, etc.) | Through the platform | Platform fees + withdrawal method fees | Platform-sourced work |
Payoneer fees are from its published fee page (last updated April 1, 2025), as of October 2026. Your account may show different rates.
Option 1: Open a freelancer account with an ESFCA
What SBP allows
SBP's Framework for Freelancers Accounts (BPRD Circular No. 5 of 2023) and the April 2026 update to Chapter 12 of the Foreign Exchange Manual set the rules:
- Who qualifies: individuals resident in Pakistan who provide online services, including IT and IT-enabled services, to international clients on a contract or project basis, without being employed by a single organization.
- Accounts: banks open an ESFCA at the same time as your primary PKR account.
- Onboarding: in person or remotely through digital means, and the account can open with zero balance.
- Declaration: you give a one-time declaration of the services you provide. The bank tags your account with the matching purpose code and uses it to report your receipts.
- Speed: banks must process inward export receipts within one working day (unless you use the three-day shop-around facility for exchange rates).
What you can do with the dollars
- Retention: USD 5,000 a month or 50% of proceeds, whichever is higher, is credited to the ESFCA automatically unless you ask in writing for less.
- Spending: you can pay for work and personal current-account items such as digital services, subscriptions, digital marketing, certification fees and education without SBP approval.
- Conversion: you can convert to PKR any time.
- Limits: funds can't be transferred to other foreign currency accounts (except to your own ESFCA at another bank), and no cash withdrawals are allowed from the ESFCA within Pakistan. You can ask your bank for a debit card for digital payments.
Steps to open one
- Choose a bank that advertises a freelancer digital account. Several large banks offer one.
- Have your CNIC, a description of your services and, ideally, an example contract or marketplace profile ready.
- Complete the one-time service declaration accurately. It determines your purpose code.
- Give clients your IBAN, the bank's SWIFT code and your exact account name.
- Ask your bank for its inward remittance charges and how they apply intermediary fees.
Option 2: Payoneer
Payoneer works well when clients or platforms won't send a SWIFT wire.
- Receiving accounts give you local-style bank details in currencies such as USD, EUR and GBP. Receiving in a currency that isn't your primary location's local currency costs a fixed fee or 1%, depending on the amount.
- Payment requests let clients pay by card (up to 3.99%) or US ACH debit (1%).
- Payoneer-to-Payoneer payments are free.
- Annual account fee: $29.95 if you receive less than $2,000 in 12 months.
- Withdrawing to a Pakistani bank account involves conversion at Payoneer's rate. Check the exact rate in your account before each withdrawal.
Withdraw to a bank account in your own name so the money arrives through a banking channel. That matters for tax documentation.
Option 3: Wise (what works and what doesn't)
As of October 2026:
- You can't get USD account details with a Pakistan address, according to Wise's help centre.
- Clients abroad can send PKR to you via Wise. Wise sends PKR to PKR-denominated personal accounts in Pakistan, up to PKR 35,000,000 per transfer, usually arriving the same day after conversion. It can't send to business accounts, or to Meezan Bank Express or Allied Bank Express accounts. Asaan accounts with a PKR 500,000 limit may reject transfers.
- PSEB's chief executive has publicly said Wise accounts for Pakistani freelancers are coming. Wait for Wise's own announcement before you rely on it.

Questions to ask your bank before opening
- Do you offer the SBP freelancer account (PKR + ESFCA) with digital onboarding?
- What are your inward remittance charges, and do you pass on intermediary bank fees?
- Which currencies can my ESFCA hold?
- Can I get a debit card on the ESFCA for digital payments?
- How do I tell you when a payment's purpose differs from my declared service?
Taxes on what you receive
Banks act as withholding agents on export proceeds. Per the FBR Withholding Tax Rate Card updated to June 30, 2026 (Finance Act 2026):
| Section 154A: export of services | Rate |
|---|---|
| Computer software, IT services or IT-enabled services by persons registered with PSEB | 0.25% |
| Any other case | 1% |
These rates apply to export proceeds for tax years 2024 up to 2029. Registering with PSEB is the single biggest rate difference for IT freelancers. You still need to file an annual return. Details are in the freelancer tax guide for Pakistan.
Two related charges to know about:
- Section 236Y: 0.5% (ATL) or 1% (non-ATL) on amounts sent abroad using credit, debit or prepaid cards, which affects paying for software subscriptions by card.
- Section 231AB: 0.8% advance tax on cash withdrawals by people not on the Active Taxpayers List.
Practical setup for a new freelancer
- Open a freelancer account with an ESFCA at a major bank.
- Register with FBR (NTN) and get on the Active Taxpayers List by filing returns.
- Register with PSEB if you provide IT or IT-enabled services, to qualify for the 0.25% rate.
- Open Payoneer for marketplaces and clients who prefer cards or local details.
- Put payment instructions on every invoice (see invoicing best practices).
- Keep records of invoices, contracts, bank advice and certificates for every receipt.
From experience: Working from Multan with clients in the US, UAE, Canada and Malaysia, the setup that causes the fewest questions is the boring one: invoices that match the client's wire reference, payments landing in a freelancer account, and a clean folder of bank advices. Anything clever costs time at tax-filing season.
Common mistakes
- Receiving into a relative's or friend's account. It breaks the documentation trail and can create tax and AML problems.
- Using an Asaan or Express account for foreign receipts. These can reject or delay transfers.
- Leaving large sums in platforms indefinitely instead of bringing them home through a bank.
- Wrong purpose code. If a payment is for a different service than you declared, tell your bank.
- Skipping PSEB registration and paying four times the rate.

Frequently asked questions
What is the best way to receive international payments in Pakistan?
For most freelancers, a bank freelancer account (a PKR account opened together with an Exporters' Special Foreign Currency Account) combined with Payoneer for marketplace and client payments. Direct bank wires are documented as export proceeds, banks must process them within one working day, and SBP lets you keep part of the money in foreign currency. Payoneer covers clients and platforms that won't wire.
How much of my freelance income can I keep in dollars in Pakistan?
Under SBP rules updated in April 2026, IT companies and freelancers can keep USD 5,000 a month (or equivalent) or 50% of export proceeds, whichever is higher, in their ESFCA. Banks must credit that amount automatically unless you ask in writing for less. You can convert it to PKR any time, but you can't transfer it to another foreign currency account.
Can I use Wise to receive USD in Pakistan?
Not with USD account details, as of October 2026. Wise's help centre lists Pakistan among the addresses that can't get USD account details. A client abroad can still use Wise to send PKR to your personal Pakistani bank account (not a business account), up to PKR 35,000,000 per transfer. PSEB has announced a planned Wise launch for freelancers; check Wise for confirmation.
What tax is deducted on freelance payments received in Pakistan?
Under section 154A, banks deduct tax on export-of-services proceeds. For computer software, IT and IT-enabled services by PSEB-registered persons the rate is 0.25%. In any other case it's 1%. These rates apply to tax years 2024 to 2029, per the FBR rate card updated to June 30, 2026. Filing your return is still required.
Do freelancers need to submit Form R for every payment?
No. SBP's April 2026 update to Chapter 12 of the Foreign Exchange Manual says IT companies and freelancers aren't required to submit Form 'R' for their export receipts. Instead, the bank takes a one-time declaration of the service you provide and tags your account with the matching purpose code. Tell your bank if a payment is for a different service.
